OK, what you need to do to get started with Powermeter is to

a) log into google with your standard google account
b) construct a url looking like this:

you'll need to add in your relevant details (eg manufacturer, model,
location etc), according to the "Parameter details" section of:

if you get this right, then you'll be presented with a page in which
you confirm your details, and you'll then get your "authSub" token
which you use to submit your data with still quite a bit to do
